Default Voltage drop to starter

Asking for a friend: I am an experienced mechanic with limited Honda knowledge. Please help. My friend has a 2016 HRV that has an intermittent problem (the worst kind). The battery has consistent 12.64 volts, alternator 14.39, the terminals are clean, no issues here. The voltage at the starter is 8,8 volts but there is no problem cranking and starting the car. The problem is some times when stopped the engine will shut off or when driving the engine will run rough. I did not run the tests but saw the results on a print out from a local shop that claimed the starter is defective. The voltage drop from the battery to the starter is what I am trying to diagnose. Has anyone ever seen this problem? Did you find the source of the problem? Your help is appreciated.

I will add to this because someone posted a reply and then evidently removed it questioning why I posted in this Forum and not the HRV Forum. The answer is that I do not see a Forum for the HRV Honda. If there is one, please provide a link. Thanks!

Would I be correct in assuming that you suggest I post in the section for "Other Honda Cars and Trucks"?
