Default 1998 Acura Cl 2.3l Not hitting Vtec and issue with turn signals

My buddy has a 1998 Acura Cl 2.3l that won't hit vtec it will hit act as if it hits redline when it gets to the appropriate rev range of vtec im thinking it might be oil pressure sender or something of that sort because he says it will flash the low light and when he checks the dipstick its completely full of oil. Could the fact the transmission is starting to be any factor?

And on another note his turn signals don't work at all although the hazzards work perfectly and the high beams still do work, could it still be the turn signal stock although the high beams still work? Tried messing with fuses but kind've got lost because I feel like his car is missing a couple. Could anybody post pictures of there fuse box's under the hood and in the interior(Can't find any good quality diagrams or pictures online)? So we can make sure we aren't missing any fuses.

Also the car has been hit on the right side in the fender

welcome to the forum. yes check the oil pressure switch to the vtec. have you checked the flasher unit for the blinker system. emergency and blinker usually have separate flasher.
