Default Dealer tech issues - 2003 Accord emissions light

I just recently had my starter repaired on my Accord, and after I left the dealership the emissions light came on and stayed on after I tightened the gas cap per the manual's instructions. Two things that my car needs done by their recommendations is the solenoid and the front intake fan. I don't know if the dealer messed around with my car during repair as it's pretty suspicious to get the light on right after I left. I went back this morning and they were able to fix it and the lights off, but the guy said that the catalytic converter PO420 and the ELD voltage high P1298 may need replacing or fixing, I forget. So were these two items they forgot to inspect originally or perhaps they did some tinkering under the hood to cause more problems?

Welcome in,the key word here is "May need".it may not need either, drive it ,if the CEL comes back on go to Advance auto and let them pull the codes,if it matches the current codes you have a problem.
