Default O2 Sensor

I have a 98 prelude with stock everything. I was getting a secondary o2 sensor error so I replaced the sensor and reset the computer. The error came back a few miles later. (only the one o2 sensor error code) I used the flow chart in the factory service manual to ohm out the "bad" o2 sensor and it read 16 ohms the range says 10-40 is good. So i continued on and everything lead me to the point to check the wire between #14 ecu (ecm) eat ecu (tcm) curise control and h2os. My question is this. Could it be a bad sensor, or a sensor that the car doesnt "like" ive heard all kinds of theroies about this sensor wont work, that one wont work. I have no idea why there would be a short between the ecu and the eat ecu, my car is a manual and shouldnt have a eat, thats for an automatic transmission.

If you buy a Spark plug defouler and drill it out to 1/2'' it will push the o2 far enough out of the main stream to get a cleaner reading...3$ fix. Also if you clear the CEL and the code comes on immediately, then you know it's a circuit issue.
