Default Turn signal sometimes works ???

I posted the other day asking about how to access the right front turn signal bulb in my '98 Civic because it appeared to be bad. However, I'm not so sure now. Sometimes the turn signal will work fine and others it starts to do the characteristic fast flash on the dashboard display that always happens when either the front or rear bulb is out.

When I looked at the right front bulb it was flashing (fast) but seemed a bit dim. The rear bulb was as bright as normal and was also flashing fast.

So, is this a bulb problem? There's a flash switch/fuse located on the fuse panel in most cars right? Could it be going bad? I would expect the left turn signal to have problems as well though and it never does.

thanks!

could be possible blub filament, then flasher. fuse would cause both sides or all to fail. I have had the flasher go bad but all the turn signals flashed fast. Might be a poor ground to the light.
