1999 Accord EX coupe: there are VIN stickers on the doors and the hood, but are missing from the two front fender panels. Is it a fairly safe bet that the front two fenders have been replaced for some reason, even though the CARFAX report says zero accidents and no flood damage?

 

It is possible since not everyone reports their accidents especially if they are not horrendous.

 

need to look at the paint job on the 2 fenders, usually there is a bit of over spray on the fender splash guard, or under the hood attach to the frame. also look at the fender to door paint if it blends, best seen in the sunlight or look for orange peel painting. if the fenders were painted off the vehicle, then the attach bolts should have wrench marks unless they were touched up, again overspray possible.
