Default Speedomter and car jumping?

My wife recently bought a '97 Honda Accord, a few months later it started acting up. Here's the problem.

When driving, the speedomter will start to jump at random spots. It'll go from 0 - 60, 0 - 60 non-stop. While it's doing that, the car will also jump like it's trying to change gears.

We took it to a shop, they said it was the speed sensor, we replaced that ($200 bucks) and guess what? It is still doing it. What could be causing this? I've read it could be a Faulty Transmission Control Module and various other things.

Any help would be apperciated.
