on cold mornings when car is started there is the regular engine sound AND a rough running sound. if you turn the wheel at all it varies the bad sound, if you move the steering wheel left or right quickly, it sorta make an "engine revving sound like you just pumped the gas petal and revved the engine. As car warms up, this goes away and the car sounds "normal" except that now a few years down the road, I can hear that rough running sound when the car is idling at a red light, again on cold days and mornings. this does not happen at all if its warm or very hot outside, will o the whole summer without doing it, then cold weather, BAM! right back to the problem. also sometimes, when backing out of parking spaces and turning the wheel all the way to one side, it feels like there is no power steering ( wheel is harder to turn like my first car ,that didnt have the PS. Cant get the car to make the sound at a shop because it's warmed up by then and stops, power steering fluid is good and not leaking,

what might the problem be? no one here seems to offer anything concrete and I don't want to replace the rack if I dont have to, but it was suggested?
