Exclamation whining noise

I had my timing belt and water pump replace, now i have a whining noise....almost like the serpentine belt is on too tight, i tried to loosen it a bit but no luck. I'm also thinking maybe there might be a lack of lubricant on the pullies where the belt runs on...
Any suggestion or comment will be greatly appreciated...
