Default 1996 honda civic ex d16z6 manual swap in limp mode?

i just bought the car with the swap installed and it would crank but not start. i pulled spark plugs and they were wet and had a lot of carbon build up. the oil was a little over filled so i changed the oil cleaned the spark plugs and it ran. it blows white smoke and acts as it’s in limp mode . will only go to 4,000rpms and hits rev limiter. looks like the previous owner put all new distributor, plugs, injectors , fuse box , wiring harness, ecu, fuel pressure regulator/gauge. i don’t know if i just need a tune and maybe new head gasket. i really have no clue what i’m doing just need some pointers in which direction i should go.

White smoke. Does it smell sweet? What is the coolant doing?

it smells like oil&gas. and the coolant at first drained 2 times but it’s staying full now

What do you mean? leaked out? Are you using antifreeze?

no, there wasn’t any coolant leaks. and yes i’m using antifreeze/coolant.
do you think the timing could be off with the air/fuel ratio making it not go above 4,000rpm?

I think the first thing you need to do is to fix a bad head gasket.
