Default 94 DX Coupe won't start

I just completed work on a head gasket change in my 94 DX coupe w/ a D15B7 engine. I have made sure everything is hooked back in correctly. There is oil, coolant, and fuel. The fuel pump and IAS kick on with the key. The engine cranks to the point you can hear stuff coming out of the exhaust, but the engine never actually starts running.

Before placing everything back on the car, we set the engine to top dead center on the number one cylinder and moved the cam gears to "up."

Is there anything that I might be overlooking as to why it will not start. It is get spark, air, and fuel (we could smell it on the plugs when checking for spark).

sounds like to me the timing is still off a lillte its gonna have to be right it is a honda and its partcula about **** like that so have that check agian

I have checked the spark...getting. I can smell fuel on the new spark plugs, just a hint not an over amount. And I have rechecked the timing...it's good.

Anyone? Please help. I am trying to get this car running before the end of the month when my current car needs inspected.
