95 Civic 1.6 won't start after it rains

Default 95 Civic 1.6 won't start after it rains

I have replaced the Ign Mod, cap, rotor, plugs, wires, automatic version of the neutral safety switch and even changed the air in the tires and I still can not get this car to start. Today I put in the new Ign mod and the car started almost right away. Then I needed to replace the Battery so I went and got one and waited for the rain to stop and put the new one in and now the car will not start again. It has had this start and not start thing going on for months and it seems to have something to do with when it rain or is very humid. One time we washed it and then it would not start. Inside the cap is dry and the rubber seal is in tact. help I do not know what to do?????
