Default Civic Smoking!!

I have a 92 Civic Dx Hatchback with the 1.5 motor. I just noticed it started smoking blue on start up and on accleration.I just replaced the headgasket due to it burning coolant. When I sent the Cylinder Head out to the machine shop they said it could use valves and valve guides. They wanted like $400 to replace everything but I didnt do it because the car ran fine before. My question is.. If i replace all of that will it stop the car from smoking blue or could their be another issue? I can spend $400 on the head or replace the motor for $400. Whats the best route?

if you spend 400 to do the head, the lower part will start to have more bypass and possible oil pass the oil rings. If you can get an entire motor for the same amount, you would be better off. make sure you have good compression and low milage, like the Japan engines. and the same cc's. try to get the american version, not japan version.
