Default Sluggish RPM with Civic

With my 2000 Civic as I am accelerating (mildly) I seem to have a flat spot between 2-3000 rpm's. I have changed the wires, dist. cap/rotor ,fuel filter and plugs several times with no resolution. After installing new plugs it does seem to smooth out that rpm range but eventually gets back to it's normal condition. I usually try to accelerate harder to get myself into the higher gears quicker. I actually was going to try a swap out of the TPS But the replacement one i was sent had the wrong offset so that the car's harness wouldn't reach and had to send it back. Any body have any ideas what else I can try ? Thanks

Welcome to the forum,seems like you covered all the bases,swapping out the TPS may help since one of the symtoms is hesitation when excelerating,it's woth a try,let us know.
