Default starting/idle problems

So I have a 1990 Honda civic lx with the D15 motor. My first issue is at any given random time the car will not shut off but the check engine light will come on and lose power. When I turn the key over and crank it the motor turns over but it doesn't start back up. After I let it sit for bout 10-15 minutes give or take then it will start back up and run fine.

The next thing that is wrong is an idle issue, the car idles around 1500 rpms and then when at a complete stop it will start going down then rev back up. A co-worker of mine has a hatchback new year then mine but his was doing the same thing.

If someone can please help me with these issues that would be greatly appreciated, I need my car to be running cause it's the only mode of transportation I have and I'm trying to go to school for automotive. Thank you

welcome to the forum. when your car idles fast and after its warmed up and idle goes up and down, clean your egr valve, may be sticking or very carboned up.
for no start after warm and shut down, could be your master relay.
no shut down after key shut off may be caused by your ignition switch.

idle can be a bunch of things, such as a coolant problem, a vaccume leak, iac, fitv things like that. try checking if all vaccume hoses r in correct spits no leaks and as well check intake manifold gasket
