Default Weird throttle response, power loss, engine sounds like its muffled

I'm driving a 91 civic with a mini me y7/y8

It's been burning oil like a MF since ive owned it (about a quart every 2 days! Yes... I'm fixing it.. gaskets and bolts are in the mail). recently, after the car reaches op temp, the thing forgets how to accelerate under light/ moderate throttle until I'm in 4th gear.

The rpm's will start a climb to anywhere between 1100 to 2400 before it just stops accelerating. It doesn't sound like just letting off the throttle or like I'm holding it steady; but instead sounds like the engine gets muffled by a pillow for lack of a better example. But, if I push the throttle to say 75%WoT it works just fine. and if I drive in this throttle range, theres no issue. But I feel like an *** hat driving like that.

I'm not sure what all to check, but I'd imagine the burning oil fumes have something to do with it. I've also deleted the breather tube that feeds from the head in to air intake and replaced it with a breather filter.. which is sopping went and oil black with in 200 miles.

My parts get here on the 23rd, so I have some time for brainstorming with the masterminds
