windshield wiper sprayer not spraying

windshield wiper sprayer not spraying
1990 honda civic DX with front and rear wipers.
Rear sprayer works perfect. with the switch held long enough, it sprays and the wiper activates.
HOWEVER
When activating front wiper switch, front wiper blades activate as normal but sprayers do not spray. When power is put to the pos and neg terminals of front sprayer motors, fluid sprays out of both front nozzles perfect.
I have found no blown fuses, which leads me to believe there is a bad switch and or something before the fuse and sprayer motor is bad.
Who has ideas??
