Default 250 W/Constant Beep

I have a 250 Honda on a government boat. It is a constant beep beep beep. I have it hooked to diag on computer, there is no codes. I tried the jump wire way to and no light will flash.

I service the engine last year. It ran great, they picked it up and put new batteries in. Well the hooked them up wrong and it blew the 150 amp bar fuse in box. I replaced it and now it is charging properly. I tried another horn and same thing constant beep. On gauge it has a wrench that flashes with every beep.

What should I look for

Get the codes. If it's flashing you have a code. Need better tool.

The red code light does not flash, only gauge with wrench on it. I also tried jump wire on diag plug and no flashes for code.

Sounds like the module has failed.
