BF40 lower unit drain holes

Is it normal for a BF40 to have water pouring out the lower unit drain holes while on muffs

yes it is. As a matter of fact you have to tape off or block the inlet not being used well as the inlet on the bottom of the anti-cavitation plate to ensure adequate flow to the engine.
