2009 accord won't start.

Default 2009 accord won't start.
Cranks over ok, but fuel pump does not come on. Replaced fuel pump and battery because it was a bit weak. Bench tested old pump and it works. Cannot find fuel pump relay. Getting voltage at the 20 amp fuel pump fuse at the underdash fuse block. Any thoughts?

welcome to the forum. have you checked under the hood where all the fuse are located, normally the fuel pump relay is in that box.
