Default Help please

Hi everyone i have a 1999 honda CR-V an im trying to figure out what is going on with it. Ok so from a cold start it will start just fine an run normal but if i drive it for a bit then turn it off an try to restart it sometimes it wont start unless i let it sit for about 20mins or so but sometimes it will start but the my rpms are running high an it will not go down when this happens the rpms sit at about 2000rpms.. iv replaced the distributor, plugs, wires, idle control valve, throttle plat an nothing seemed to help it im about to put in a timing belt does anyone know if this will fix the problem im having? Please lmk i love my car and want her back to normal. Thanks
Also i have no check engine light on.
