HR-V Voltage drop from battery to starter

Default HR-V Voltage drop from battery to starter

Asking for a friend: I am an experienced mechanic with limited Honda knowledge. Please help. My friend has a 2016 HR-V that has an intermittent problem (the worst kind). The battery has consistent 12.64 volts, alternator puts out 14.39 volts, the terminals are clean and tight, no issues here. The voltage at the starter is 8.8 volts but there is no problem cranking and starting the engine. The problem is sometimes when the car is stopped the engine will shut off or when driving the engine will run rough. I did not run the tests but saw the results on a print out from a local shop that claimed the starter is defective. The voltage drop from the battery to the starter is what I am trying to diagnose because it seems to affect the above related problems. Has anyone ever seen this? Dis you find the source of the problem? Your help is appreciated!

The starter functions properly. Why would you think this is causing the voltage drop?

If it has an internal short.
