Spare tire tray?

Default Spare tire tray?
I just has to change a flat tire and when I pulled out the tray (for the first time), I noticed several slots that are empty. Anyone know what they are for?
Also, will a full size tire fit on the slide out tray?

The jack is just in front of the spare tire on the tray. It is held in place with a strap.
