Engine won't turn off, won't shift out of Park

I just parked my 2019 Touring CRV, and the engine would not turn off. Further, car would not shift out of Park. Dashboard instrument panel is dark, but the navigation panel is lighted. Tow truck operator by-passed the Park shifter and loaded car onto truck. Dealer's service manager said the problem was caused by a burned-out fuse. Now, two months later, the same thing occurred. What is blowing the fuses?
(I was ultimately able to turn off the engine by depressing the start button and by holding it down for about 3 seconds.)
I have since recalled that I have maintained a plugged-in USB charge cable loose, in the center console, without a device connected to it. Would that cause the problem?
