Default 1990 Accord Cruise Control issues

I have a 90' accord and my cruise is not working. With the cruise switch on the dash on, I cannot get the cruise to turn on when pushing the set button on the steering wheel. I have taken the steering wheel off and tested the switches with my ohm meter and the they seem to be working fine. Also did the same with my brake light switch and it seems to be working as it should. The light in the instrument cluster will not turn on when I push the set button. Every once in a blue moon it will work but will just shut off for no reason. It seems like something electrical, but I don't know where to go next. Anyone got any suggestions??

Thanks

check to see if the cable going into the control under the hood is centered.

The cable going into the canister in the front by the power steering fluid reservoir?

yes, it supposed to be centered. sometimes this causes the cruise control to stop when it hit the limit adjust.
