Default oxygen sensor trouble

A few months ago my 98 civic hx 5spd threw the oxygen sensor code. I tried cleaning it a few times, but it always threw the code again. So I replaced the sensor (which was $400) and it threw the code again just as quickly as did the times before? The code its says is a slow response from the bank one sensor. Any idea to what would be going on would be greatly appreciated.

is it a 4 wire o2 sensor?
Is yes
the 2 black wires are the heater wires
you should measure 50 Ohms accross them
If over 1000 ohms replace it
