2016 Honda Accord blower motor not working

If you use a test light to check to see if there is power and ground applied to the connector of the blower motor, do you have power and ground?
Use external power to check ground and external ground to check power to the connector.

I have ground going to transistor it’s a black wire but green and cream wire to blower motor have nothing

I may have missed something. I thought you had power. If you turn the ignition on and the fan on high check the connector with a test light. Check from negative battery to each wire. Do you get a light on any?
If not then we need to load test the B+ supply. If you get power then we need to load test the ground.
Let us know what you get.

With car on and fan on I get neither ground or power at the blower motor

How exactly are you checking it? It's very unlikely that you lost both.
With test light grounded at the battery the light should illuminate when you touch the power wire. To test the ground attach the test light to the battery positive and touch the ground wire and it should light.
If you attach the test light to the battery ground and neither wire will illuminate the test light you have a power issue.

Yes that’s how I’m testing it exactly and neither of the two wires illuminate

I think there's another fuse you need to check. Start at the fuse box and move forward with the test light. Need a good diagram if the fuse is good.

I already have tested every fuse lol I don’t know what’s wrong with it , has me stumped … there’s only one 40 amp fuse that controls blower that I’m aware of

Not sure as I don't have a diagram for it but that 40 amp fuse is for more than just the blower.
Here's a fast reliable way to test fuses.You can also use your test light.
