Default 92 Accord EX Code 12 EGR issue

Has anyone had problems clearing an EGR valve problem with an ACCORD?
I have replaced every part of my EGR valve circuit except the wiring harness! (BUT I DID inspect and verify that it had continuity)

I hooked a vacuum tester to the valve with the engine running.
I hear the idle speed drop, and engine run rough until I release the suction.
The diaphram on the valve is good. The resistance on the feedback pot is good too. ( AS compared to TWO other valves I tried from other 92 Accords)

I replaced the EGR valve anyway. (NEW GASKET) Still got a Code 12
Replaced the Computer - Still got a Code 12

Connected a vacuum gauge to the EGR valve control line and fed 12 volts to the solenoid in order to verify good vacuum and solenoid control.

Next, I even cranked up the engine WITHOUT the egr installed to verify no clogged passages. I assure you - IT IS NOT CLOGGED - Interesting sound though ...

So my question is what else can I do ?
I don't have Honda's test harness to place between the computer and the rest of the wiring harness.
Should I buy a NEW EGR valve ? I was quoted prices from $150 - $170 bucks. That $$$ buys a lot of speculation.
About the only thing I haven't verified is IF the computer signal to the EGR Solenoid is actually getting to the solenoid. I can probably rig up a test light to see when / IF the solenoid is getting a 12 volt signal while driving down the road. I'll try that in the morning.

Thank you for taking the time to read this .
Any and ALL ideas / suggestions are welcome. I have got to get this car to pass inspection.

Default Code 12 EGR valve update

Happy to say that I tracked down my problem.

EGR valve Solenoid was the culprit.
Even though it tested well at idle, it apparently did not have the response time the replacement solenoid did. I even went so far as to put a TEE into the vacuum line and taped a vacuum gauge to the windshield so I could verify the EGR vacuum port was functioning while driving down the road at 40-50 MPH. I was DESPERATE ! (Looked funny too)...

MORAL of the story:
Change the EGR solenoid if you know the EGR valve is good.

Default I'm NOT out of the woods yet !

Just got back from the Inspection station.
You guessed it - I failed.

Seems that the car has NO catalytic converter !
I bought this car in a rural Texas county that does NOT test for tailpipe emissions. Got a good deal though ... OUCH now I have to get a catalytic converter & install it.

Moral of the story - Add catalytic Converter to my used car checklist.

Later today or next week I will post a copy of my check sheet I built for examining a used car. Actually it was originally my uncle's list, but I re-wrote it for newer vehicles. (Gotta give credit where credit is due)

Wish me luck on my next trip to the inspection station.
