98 Accord VTEC issues

Default 98 Accord VTEC issues
98 accord 2.3 still wont go over 4000 rpm. The only time it will go over 4000 is when you pull the pcm fuse and after 2 cycles it back, also when you first start the car it will go over once and it really has no power any suggestions?
