Default Accord EGR Problems

I havethe Vtech 4 in my 95 Accord that is surging when it idles. I checked the EGR valve and it tested bad to my limited knowledge of such things. I replaced it today and it still has the same exact problem. I can detach the vaccum hose and electrical connections and it makes no difference. Any ideas?A newsolenoid is almost $200. Recently I saw that Edlebrock is making a block off plate to by pass the whole thing. To me it would seem that the car should run fine without a EGR system. What are your thoughts on that? Thanks for your input.
