Default car won't turn on when it's under too much heat?

I have a 1999 Honda Accord I bout last December. When summer began and it started to get real hot out my car wouldn't turn on in the afternoon. i would have to open the windows and sit for about 15 minutes and keep trying until finally it would turn on . It happened a couple of times a week. Then the weather got cooler and it stopped doing that for about a month. Today the car turned on normal but after about 30min driving it turned off. I had to sit for about 5 minutes and then it turned on again. Does anybody know what this could be? Please help!

there was a recall in the ignition harness in the 98 models it possible could be something in the ignition column. the relay like acmech52 said could also be a reason. during the process of starting does the cars starter turn on but just not crank or was in nothing at all?
