Lightbulb Help choosing turn signal bulb

On my 2009 Honda Accord EXL (sedan), the front passenger turn signal stopped working. O'Reilly Auto Parts sold me two Sylvania Silverstar 7528 (12/12V, 21/5W) bulbs to replace both the front turn signals. However, these new bulbs blink too fast. When I re-installed the old driver side bulb which was still working, the drive side blinks at the correct speed and the passenger side with a new bulb blinks too fast. This leads me to believe that O'Reilly sold me the wrong bulbs. Strangely, RockAuto recommends the same Sylvania bulb among others for my 2009 Honda Accord. Where can I find the correct bulbs?

No, the new bulbs have two filaments just like the old bulbs.
