Default B20 civic won’t rev past 4K RPM

high comp b20 from HMO in my 98 civic won’t rev past 4K, it’s just cuts at 4K even with my foot all the way down on the gas.
im not throwing any codes.
im using an auto obd1 p75.
I have a rywire harness.
I’ve redone timing.
it drives fine under 4K and idles fine.

at first it wouldn’t rev past 3k, then I installed the rywire harness hoping that would solve the problem but now I can’t rev past 4k.
and it’s only while I’m driving. It’ll rev past 4k when stopped (if that matters)

I know nothing about this stuff. And hopefully someone else who does know will come along and help.
Just wondering if this is a Vtec engine?
Because it goes above 4k easy in with no load
But with load it won't.
Could the VTEC be a cause??
