Default clogged tank cap vent on BF2.3D

I've proven to myself that the tank cap vent is clogged on my BF2.3D-SCH outboard, It was stalling after about 30 minutes of wide open running (with tank vent in on position). I found that choking it would restart it but only for a few seconds. Then I removed the cap from the tank and everything ran fine from wide open to slow idle. So my question is how to unclog the vent. I took the cap all apart and I see how it works. It's way more complicated than it needs to be. The "off" position of vent blocks the vent hole into cap cavity while the "on" position (or any intermediate middle position) unblocks it. I think the middle cam area is to prevent movement due to vibration. There's no way to examine the cap cavity to see if it is clear. I assume the single hole under the vent **** is routed to the three holes on perimeter of cap rim. It's also too difficult to just blow it out. How could this vent get blocked and what have people done to clean out these vents? I've taken very good care of this engine and can't imagine how it got clogged. I don't believe I've ever laid it down with the vent in the "on" position, but that sounds like the only possibility. Regardless, how do I clear it out? I'm temped to rework the cap to have a simple 1/4-turn shutoff valve with short length vent tube hanging off it (to prevent water entry). Are there other caps, even from other manufacturers, that will fit tank and are simpler or more reliable? Any info is appreciated.
