So my wife's friends crv got stolen and they messed up the ignition, it's a 98 where the ignition is on the dash not the column, can just the tumblers be replaced in the ignition or does the entire thing need replaced,

Sorry about your troubles.
If you can go with a auto lock smith then they can give you a better idea of what can be done.
I have seen where they can re-key the lock and you can use the same key
Do not know if your vehicle has an immobilizer and a chip in the key??
