06' Pilot timing belt

06' Pilot timing belt
Greetings,
I am (was) driving until it stopped running while sitting at a traffic light, an 06' Pilot 4wd.
I was told by the shop it was towed to that the timing belt had possibly skipped a tooth and that the engine was locked up
since they put a tool on the crankshaft but could not turn it. I brought it home and took off the covers including the
infamous crank bolt (lot's of fun!) I am able to turn the engine over 360 degrees without any interference except the compression
that should be normal (spark plugs are removed!).
The curious thing is that the when the crankshaft timing mark is TDC both of the camshaft marks are off by 3 teeth to the right.
Not sure if this is something that can occur over a long time or maybe I need to keep turning the engine and they will all line up at some point.
I really don't want to remove the old belt yet at least not until they line up so I can answer the question of why the timing marks are off like they are.
Both cams are the same but not in relation to the crank timing mark. BTW, it is a Gates belt which means it was likely replaced by someone and not an OEM belt.

Infamous Honda Crankshaft bolt
Also,
I know the crank bolt is an issue, I got it too come loose by spraying it with P.B. Blaster and letting it sit for a few hours and then using my Milwaukee
impact gun (18v) a few times, then using a 1/2" breaker bar and extension. Then going back to the impact gun until it broke loose.
