What is this tube in front of battery?

What is this tube called that is front of the batter? It doesn't have

a cover on it.

Looks like it's for ventilation of something. Possibly engine air intake?

What year and model is your car?

Looks like the cold air in take that should lead to the air filter box
It opens up because you don't want to take in any water that might splash upwards
