Default Collapsed Lower Water Hose

Have been trying to fix an overheating problem for sometime. Car usually overheats at highway speeds or climbing hills. Today I noticed, for the first time, that the bottom hose flattens when the engine is revved.

There is no stiffener in the hose...is it made this way? The vacuum appears to be so strong, that a new hose, without stiffeners, is likely to behave the same way. What is a likely solution?
