Default b16 Fluctuating idle...could it be my TPS or Vacuum leak?

I have a b16a2 in a 95 Civic EX

When i start the car revs up and down constantly! I tried cleaning the the Throttle body and the IAC Valves. but no luck.

Also I found a hose that wasnt connected to anything. Could someone tel me where is goes or show me!
