Default Flutter rpm on highway

Hello. I have a Honda crv 2015. On the expressway, going a pretty contanst speed with with no major hills, the RPM on the car flutters. I changed the transmission fluid about 38k miles when this issue started happening every once in a while. Now, it’s happening more frequently. Is there any suggestion of what to check? Should I change the transmission fluid again? Thanks in advance.

I didn't even see the video til now. I could not hear if the engine actually changed rpm I only seen the gauge.
Are we sure the engine speed is changing?

I didn’t slam on the gas to make the car change rpms. I was on a straightaway. The rpm’s were not reaving when this happened

I would be looking at the RPM with a scan tool and see what it's doing. Do you have a scan tool?
